The monitoring and evaluation framework for third sector funding

Purpose of the framework

This framework is designed to support the voluntary sector by:

  • Collaborating effectively with organisations
  • Ensuring strong governance and accountability
  • Verifying that objectives are being met
  • Promoting efficient and effective use of public funds

Why the framework matters

Voluntary organisations in Fife vary in size, structure and purpose. They play a vital role in delivering local public services and require tailored support. This framework ensures fairness, consistency and transparency in how support and funding decisions are made.

The framework also reflects the Scottish Government’s Fairer Funding principles, recognising the need for financial stability, timely communication and proportionate monitoring for third sector organisations.

What monitoring and evaluation achieves

Through monitoring and evaluation, we aim to:

  • assess the need for services and the organisation’s capacity to deliver them
  • help organisations improve their practices and outcomes
  • inform funding decisions and prioritisation.

With support from us, funded organisations are expected to:

  • deliver high quality, complementary services
  • operate responsibly, flexibly and accessibly
  • demonstrate best value and measurable impact
  • maintain accurate financial and operational records
  • continuously improve service quality
  • uphold strong employment and governance practices

Fair Work First commitment

We are committed to advancing Fair Work First principles in all funding relationships with third sector organisations.

From 1 July 2023, all recipients of public sector grants are expected to:

  • pay at least the real Living Wage to all staff
  • provide effective channels for workers’ voice, such as trade union recognition or alternative engagement mechanisms

These conditions apply to all new grants awarded from this date and will be incorporated into multi-year funding agreements where applicable.

Organisations applying for or receiving funding must demonstrate their commitment to Fair Work First by:

  • providing evidence of real Living Wage implementation
  • outlining how they ensure effective worker voice
  • aligning with broader Fair Work principles, including opportunity, security, fulfilment, respect and effective voice

Fair Funding commitment

The Monitoring & Evaluation Framework is underpinned by the Scottish Government’s Fairer Funding principles. These principles aim to strengthen the third sector by ensuring:

  • stability through multi-year funding where possible
  • transparency in funding decisions and expectations
  • proportionality in monitoring and reporting requirements
  • timeliness in communication of funding outcomes
  • flexibility to adapt to changing needs and circumstances

By embedding these principles, we aim to foster a more resilient, effective and valued third sector.
