Elgibility
You must meet one of the following qualifying criteria.
Mobility and Physical Impairments
You will need to upload a copy of your Blue Badge.
You can get a Disabled National Entitlement Card (NEC) if:
- You got a lump sum payment from the Armed Forces Compensation Scheme (AFCS) in tariff levels 1 to 8, and
- The Secretary of State says you have a permanent and serious disability that makes it very hard or impossible to walk.
You will need a certification letter from Veterans UK to prove this.
You can also qualify if your injury:
- does not affect your mobility, but
- can be cross-referenced to the descriptors in the AFCS Injuries Table.

You will need a letter from your prosthetic clinic or centre, physiotherapist, or rehabilitation centre to support your application.
You will need a letter from the Driver and Vehicle Licensing Agency (DVLA) that is dated within the last year.

Neurological and Mental Health Conditions
You will need an NCT003 certificate filled in by your hospital consultant, GP, or epilepsy specialist nurse.

Learning Disability and need to travel to see a support worker, or get to appointments or activities
You will need an NCT002a certificate filled in by the professional person who supports you.

You can get a Disabled National Entitlement Card (NEC) if:
- Your condition is recognised under the Mental Health (Care and Treatment) (Scotland) Act 2003.
- Your condition has lasted for more than one year.
- You need to travel to health or social care appointments as part of your treatment, care, or rehabilitation.
- Your condition makes it hard for you to travel.
You will need an NCT002 certificate filled in by the healthcare professional who is treating your mental health condition.

If you have a condition like Parkinson’s Disease that makes it hard to move around, you can apply for a Disabled National Entitlement Card (NEC).
You will need a letter from your hospital consultant or another medical professional who helps with your treatment and care.
The letter must say:
- Your condition is progressive and degenerative (this means it gets worse over time), and
- It seriously affects your ability to move and do everyday tasks.
The letter must clearly confirm these points. If it doesn’t, we won’t be able to accept it.
Sensory impairments
We need to contact your audiologist to get a report that confirms:
- You have hearing loss in both ears, and
- The hearing loss is 70 dBHL or more, averaged across 1, 2, and 4 kHz.
Other Ways to Qualify
You can also let us know if:
- you use British Sign Language (BSL), or
- you have been deaf since birth. A letter from your GP confirming this.
If you are Profoundly or Severely deaf you don’t need to upload any documents like a passport or driving licence. Complete the form and send it to us, and we’ll get in touch once we’ve confirmed you can get a Disabled National Entitlement Card.
If you are severely sight impaired (blind) or sight impaired (partially sighted), we will check your registration with Seescape (Fife Society for the Blind).

Living Arrangements and Care Needs
You will need to upload a letter that proves you live in a Care, Residential Home, or Hospital permanently.
Terminal Conditions
You either need:
- your award notice that shows you receive Adult Disability Payment (ADP), Personal Independence Payment (PiP), Higher or Middle rate of Disability Living Allowance (DLA), or Attendance Allowance (AA), or
- BASRiS form, DS1500 report, hospice admittance letter, or confirmation that you are registered on a Scottish Hospice Register.
Benefit related
You will need a benefit award letter showing Standard or Enhanced Rate of ADP from the Social Security Scotland (SSS) dated within the last 18 months showing how long you will receive the benefit for.

You will need a benefit award letter from the Department for Work and Pensions (DWP) dated within the last 18 months showing you receive:
- Higher or Middle rate of the Personal Care Component or
- Higher rate of the Mobility component.
It must also say how long you will get the benefit for.
