Fife Council Scheme of Assistance

Our Scheme of Assistance publication gives you advice and assistance in relation to repairs, maintenance, improvements, energy efficiency, and adaptations in privately owned or rented properties.

Organising Common Repairs

There are the steps to follow for common repairs, to make sure all owners pay for their liability. An option for owners within a tenement block can be to set up an Owners Association. You can then make a formal agreement between the co-owners of the building on the management and maintenance of the common areas.

Right of Entry

Where a tenant refuses access to carry out repairs, a landlord could apply to the First-tier tribunal for Scotland for help using the Right of Entry procedure.

When it comes to getting your damp or mould problem fixed, you have a responsibility to make sure it's done right.

  • Royal Institution of Chartered Surveyors (RICS) - can help if you need assistance with damp and mould. You can find a list of property surveyors on the Royal Institution of Chartered Surveyors website.
  • Fife Trusted Trader is the only official Trading Standards vetted trader scheme in Fife. If you are looking for a tradesman to carry out work, they should be part of this scheme.

Damp and mould - who is responsible

Landlords are responsible for most repairs. This includes private rent, council, or a housing association. If you are a landlord, you must make sure your home is in a decent state of repair and is fit to live in, including free from damp and mould.

A landlord or letting agent should look into the causes of damp and mould and do repairs or improvements to fix it. Tenants can make a complaint if the landlord does not deal with it or if the problem keeps coming back. Further information can be found at
