Proposed Amendments to the Council’s Scheme for the Establishment of Community Councils - Phase 3
NOTICE is hereby given, that Fife Council (hereinafter the ‘Council’), in exercise of the powers conferred upon it by section 53(1) of the above mentioned Act, proposes to revoke the existing Community Council Scheme of Establishment and make a new Scheme for the Establishment of Community Councils in Fife. The process by which the Council will consider whether to make a new scheme will be carried out in accordance with the required statutory consultation process.

Following a special meeting of Fife Council on Thursday 18th September councillors agreed to move to the third stage of consultation on the new Scheme of Establishment for Community Councils in Fife.
The third phase of consultation is now underway, running from 22 September to 17 October. This stage invites members of the public to share their views on the current draft, which reflects feedback gathered during Phase 1 and Phase 2.

Any person or organisation wishing to make written suggestions or representations may do so by no later than 5PM on Friday 17 October 2025 by;
- filling in the online form available at

Previous consultation - 2021
Fife Council, following a Special Meeting held on 11th March, 2021, Fife Council, in exercise of the powers conferred upon it under Section 53 (3) of the above-mentioned Act, agreed to amend the Scheme for the Establishment of Community Councils, effective from 11th March, 2021.
