Community Council Insurance

Fife Council is unable to provide community councils or community councillors with legal advice. Individuals considering these roles should seek their own independent advice on the responsibilities associated with being a community councillor.

Fife Council provides a blanket insurance scheme for all established community councils in Fife. The scheme is renewed annually in April, a summary of insurance cover is available

Under the Community Council Scheme of Establishment, Fife Council funds the following types of insurance:

  • Public Liability
  • Employers’ Liability
  • Loss and Theft of Money
  • Personal Accident
  • Libel and Slander
  • Limited All Risks cover for Record Books (up to £270)

If a community council requires any additional types of insurance, or All Risks cover for additional items such as owned or hired equipment, the community council must notify the Risk Management Team. An additional premium is payable when the item is added and again at annual renewal.

Public Liability insurance is provided for the day‑to‑day activities of community councils. It also covers small community events such as:

  • galas
  • fêtes
  • Christmas light switch‑on events

Additional Special Events insurance must be arranged if an event:

  • is expected to attract more than 500 attendees, or
  • involves fireworks, bonfires, or play inflatables

Public Liability cover also applies to emergency or community resilience activities that:

  • have been previously agreed with Fife Council
  • do not involve mechanised equipment
  • have been declared to the insurers

Responsibility of Community Councils

Each community council is responsible for ensuring that the insurance cover provided meets its needs. Community councils may choose to withdraw from the blanket scheme and arrange their own insurance if preferred.
