Fife Health and Social Care Partnership is seeking a visionary and strategic Chief Finance Officer to join our Senior Leadership Team.

Fife Health and Social Care Partnership is one of the larger Health and Social Care Partnerships in Scotland, serving the stunning and diverse Kingdom of Fife on Scotland’s East coast. We provide health and social care to a population of more than 380,000 people and lead a workforce of around 7,000 staff.  We support a Team Fife approach with NHS Fife, Fife Council, the independent and voluntary sectors.

As Chief Finance Officer, you will lead the development and delivery of the long-term financial strategy for the Integration Joint Board, ensuring that resources are aligned with the strategic plan and used effectively to deliver high-quality, person-centred care. You will act as the Accountable Officer for financial administration, providing assurance on governance, probity, and best value. Your portfolio will span finance, commissioning, digital transformation, risk management, and corporate services, with direct responsibility for over 60 staff and a budget exceeding £110 million.

This role demands a high level of professional expertise and leadership. You will provide strategic financial advice to the Director of Health and Social Care and the Integration Joint Board, supporting major decisions and transformation programmes. You will be instrumental in driving performance improvement, embedding a culture of accountability and innovation, and ensuring compliance with statutory duties and national priorities.

We are seeking a qualified accountant (CCAB, CIMA or equivalent) with substantial senior-level experience in complex, multi-agency environments. You should have a strong understanding of public sector finance, ideally across both NHS and local authority settings, and a proven track record in financial leadership, strategic planning, and transformational change. Your ability to build trust, influence stakeholders, and lead across organisational boundaries will be key to your success.

Job description

To lead the planning, development and delivery of the long-term financial strategy for the Fife Health & Social Care Partnership, managerially accountable to the Director of Health & Social Care, and professionally accountable to the Director of Finance & Performance, NHS Fife and Director of Finance & Corporate Services, Fife Council.

Responsible for the efficient and effective delivery of the Commissioning of Social Care Services.

To deliver the role of Accountable Officer for financial management and administration of the Fife Integration Joint Board (the Director of Health & Social Care has all other Accountable Officer responsibilities). The CFO responsibilities include assuring probity, sound corporate governance and responsibility for achieving Best Value

To be a key member of the Health & Social Care Partnership Senior Leadership Team, helping it to plan, develop and implement a resourced business strategy to deliver the IJB strategic objectives sustainably and in the public interest, whilst maintaining effective reporting and assurance through the management and governance structures of NHS Fife and Fife Council.

To lead and manage the corporate services function for the Health & Social Care Partnership and the governance unit of the Integration Joint Board.

To provide support to the transformational change agenda, alongside members of the Health & Social Care Partnership Senior Leadership Team, overseeing the accountability framework for key deliverables and ensuring there are clear governance mechanisms in place to provide assurance to the IJB, NHS Fife and Fife Council.

To be the lead for the IJB audit and assurance committee, liaising with the Chair and Vice Chair ensuring appropriate governance and assurance can be provided to the IJB

Line management / staffing responsibility

Line management for NHS Staff is through the line management structures of the parent body however the Chief Finance Officer will liaise daily with relevant finance staff to provide direction; advise on financial planning and performance information requirements; reporting and audit and scrutiny requirements.

Line management of Council Finance Staff through the Chief Finance Officer with regular dialogue and discussion with Fife Council Finance Managers on a regular basis to ensure appropriate reporting through FC governance is prioritised

Lead and manage various teams within the Business Enabling Portfolio to ensure strong levels of support are provided to front line services as required.  Currently this role is responsible for Digital, Communications, Compliance, Commissioning and Risk Management as well as Finance. The current budget responsibility is in excess of £110m, which is inclusive of Commissioned Service and staffing budgets.

The HSCP may vary line management arrangements in accordance with service or structure changes agreed by the Fife IJB.

Support the Chief Officer to develop the Finance Service’s vision, values and strategic objectives by working in partnership with IJB Members, NHS, Council, service users and colleagues (internal and external where appropriate) to develop services that place service user needs at the centre of all decision making.

In particular:

  1. Provide effective leadership in developing and planning the delivery of the services provided by the Finance team, taking the initiative and accepting responsibility for ensuring that these are designed and delivered to reflect local needs and expectations, that there is a corporate approach to service provision, and that effective outcomes are achieved.
  2. Leading effective financial planning, management, monitoring and reporting arrangements to ensure the HSCP maintains financial balance whilst meeting all accounting and audit requirements.
  3. To help drive delivery of transformational change programs and projects to contribute to the delivery of financial balance and service transformation and modernisation

Within this Service, the following specific responsibilities are included:

  • To liaise with the Chief Officer and colleagues regarding the development of service provision and modifications to service level agreements and the HSCP Strategic Plan.
  • To ensure all relevant financial plans and reports are presented timeously to inform and advise the IJB and its sub committees and that all relevant financial returns or reports are submitted to Scottish Ministers or the parent bodies as required.

In addition:

  • Promote change and innovation in accordance with the IJB’s vision, direction, core values and corporate goals, leading the development of new ways of working to support continuous improvement.
  • Use resources appropriately to achieve best value results for the organisation and the wider community, keeping an appropriate balance between cost, quality and price.
  • Develop plans and continually review performance, striving to improve the quality and efficiency of the HSCP.

To provide strategic financial advice, expertise and direction to the Integration Joint Board and Director of Health & Social Care.

At its heart, integration is about ensuring those who use health and social care services get the right care and support whatever their needs, at the right time and in the right setting at any point in their care journey, with a focus on community-based and preventative care.

A wide range of services from NHS Fife and Fife Council’s Social Work Services have been delegated to Fife’s Health and Social Care Partnership. The Services we are now responsible for include: all adult and older people Social Work Services; community health services including community hospitals, mental health and learning disability; children’s community health services; the planning of some services provided in hospital e.g. medical care of the elderly. NHS Fife and Fife Council remain the employers, and the services that are delegated are managed through the Chief Officer, in their capacity as Director of Health and Social Care, who reports to both Chief Executives.

In Fife we also work with around 300 organisations across the third and independent sectors and they are a vital part of the Partnership in delivering services.

The post holder carries direct management responsibility for approximately 60 staff across management professional and support roles.


The post holder is a member of the Senior Leadership Team and reports directly to the Director of Health and Social Care.

The post holder has line management responsibility for NHS and Council Service Managers, and a portfolio of services. Key responsibilities include Financial Planning, Commissioning, Risk Management and Corporate Governance.


Financial Strategy

  • Lead the ongoing development and review of the Integration Joint Board financial strategy and annual revenue budget setting, in support of the overall strategic plan for the delegated functions.
  • Ensure the financial implications of the Integration Joint commissioning strategy are accurately and appropriately reflected in the financial strategy.
  • Provide transparency on all financial aspects of the Integration Joint Board strategic plan, highlighting any underlying assumptions and / or key risks inherent in the approval of a balanced financial plan / budget.
  • Ensure the ongoing development and review of the financial strategy and annual budget setting process complies with relevant regulations, national requirements and timescales, and the respective processes already underpinning the annual NHS Fife and Fife Council planning cycles.
  • Lead and develop the annual business planning process for services delegated to the Health & Social Care Partnership, aligned to the respective service planning processes for NHS Fife and Fife Council.

Financial Performance Management

  • Develop appropriate mechanisms to ensure the Health Board and Local Authority utilise financial resources in line with the allocations set out in the Integration Joint Board Strategic Plan.
  • Provide leadership and challenge on the operational oversight of the financial position across all aspects of the delegated budgets
  • Establish a process of robust, regular in-year reporting and forecasting in conjunction with the NHS Fife and Fife Council Directors of Finance.
  • Provide the Director of Health & Social Care with management accounts for the Health & Social Care Partnership as a whole.
  • Deliver professional, consistent and appropriate financial management for the Health & Social Care Partnership leadership team and Integration Joint Board in line with statutory accounting guidance and regulations

Commissioning

  • Managing a Service that commissions and purchases services in line with the Strategic Plan, in a way that provides best value, and delivers on the local and national Health and Wellbeing Outcomes.
  • Ensuring that the Plan 4 Fife Vision is reflected in developments in Commissioning, Workforce Development and the personalisation of services.
  • Delivering effective tendering processes and strategic partnerships with independent and voluntary sector providers. Tendering will include significant new work on a range of projects.
  • Lead for multi-agency commissioning, requiring significant leadership skills and sound knowledge of planning and commissioning processes.

Corporate Leadership

  • Provide the strategic financial focus for the Director of Health and Social Care, Health & Social Care Partnership leadership team and Integration Joint Board
  • Work collaboratively as a member of the Senior Leadership Team to achieve the objectives of the Health & Social Care Partnership
  • Support the Director of Health & Social Care to ensure efforts within the Health & Social Care Partnership are coordinated to improve health, reduce inequalities, improve health and social care services, and increase social inclusion based on the service user’s journey.
  • Lead and manage the corporate services function for the Health & Social Care Partnership and the governance unit of the Integration Joint Board.
  • Deputise for the Director of Health and Social Care as required.

Staff Management  

  • Undertake duties in relation to all staffing matters in accordance with Council/NHS policy and procedures, ensuring that employees are kept well informed about core values, corporate objectives and priorities and matters that impact on their employment and the service they provide.
  • Actively contribute to a flexible, agile and learning organisation, taking responsibility for ensuring compliance with all HR policies and procedures, and that performance development is understood and practised effectively through the Council’s PRD/NHS PDP framework. Act as line manager for any direct reports within the HSCP.
  • Ensure resourcing levels are appropriate at all times, within budget constraints, and that capability / skills levels are maintained and developed as appropriate to meet workforce and succession planning requirements, participating in recruitment programmes when required to ensure competent employees are recruited.
  • Lead the development, implementation, monitoring and review of an agreed programme of work and team plan and deliver on agreed performance measures for the team.
  • Liaise with the Council Section 95 Officer and the NHS Fife Director of Finance in relation to the management and development of finance team staff providing support to the HSCP

Influencing Decision Making

  • Support the effective governance of the Health & Social Care Partnership and Integration Joint Board through the development of robust corporate governance arrangements closely aligned and in support of the governance arrangements within NHS Fife and Fife Council.
  • As part of the overall financial planning process, ensure appropriate scenario planning is applied, and shared with the Health & Social Care Partnership leadership team and Integration Joint Board to inform decision making.
  • Provide financial expertise and advice on service redesign proposals to the Senior Leadership Team of the Health & Social Care Partnership.
  • Ensure effective liaison and working relationships with all financial functions within NHS Fife, Fife Council and other Integration Joint Boards across Scotland.
  • Contribute to relevant wider NHS, Council and Community Planning Partnership strategies.
  • Provide expert financial advice on policy, legislative and accountancy developments.

Assurance and Scrutiny

  • Supported by the Director of Finance & Performance, NHS Fife and Director of Finance & Corporate Services, Fife Council, lead the development, implementation and ongoing delivery of a robust financial performance and accountability framework for all services delegated to the Health & Social Care Partnership, providing ongoing assurance and reporting through the management and governance structures of NHS Fife and Fife Council, as well as the Integration Joint Board.
  • Plan, monitor, co-ordinate and ensure completion of the Integration Joint Board annual accounts and production of the annual financial statements, ensuring compliance with statutory reporting requirements.
  • Establish procedures in conjunction with the NHS Fife Accountable Officer and Fife Council Section 95 Officer to allow the best practice principles as set out in the Code of Guidance on Funding External Bodies and Following the Public Pound to be followed.
  • Act as point of contact with the External Auditor in respect of the audit of the financial statements and liaise with them during this process.
  • Liaise with NHS Fife and Fife Council Directors of Finance on anti-fraud measures within their organisation and to develop as necessary local procedures to monitor anti-fraud measures designed to reduce risk.
  • Ensure that financial risk management is properly addressed by the Health & Social Care Partnership leadership team and within the Integration Joint Board governance structures.
  • Provide advice to the Integration Joint Board on the requirements for Best Value and accordingly ensure a robust assessment of the strategic plan.

Performance Management  

  • Develop, implement and maintain appropriate performance management reporting systems as a means of managing and monitoring financial and transformation performance of the HSCP, to ensure standards are maintained, improvements developed, and issues addressed in a timely manner, and in particular:
    • Ensure all sections / teams within the HSCP comply with appropriate performance standards and performance management / reporting requirements, and that a consistent approach is demonstrated across all teams / offices in relation to financial procedures and budget management.
    • Ensure that appropriate quality, performance and bench marking criteria are utilised or developed, and applied, in respect to Best Value and Continuous Improvement.
    • Publish, monitor and set plans to achieve key performance targets.

  • Objectives will be agreed annually with the Director of Health & Social Care, who will be advised by the Directors of Finance for NHS Fife and Fife Council through a collaborative and collegiate approach with a focus on both managerial and professional responsibilities and accountability.
  • The post holder is responsible for ensuring delivery of those objectives within the statutory obligations of the post. Formal review will take place at mid-year and year-end. Update of objectives and review of progress will also take place through regular meetings with the Directors.
  • A number of the timescales are predetermined by the control environment e.g. monthly and annual planning and reporting cycles.
  • The work of this post is largely self-directed.
  • The nature of the work will be a mixture of routine, planned and timetabled tasks. In addition, ad hoc assignments may be requested.
  • Beyond this the post holder’s work will be informed by issues arising across both health and social care services where applicable, as well as evolving best practice across Scotland.
  • Workload management is the responsibility of the post holder. The post holder is required to prioritise workload to support the Director of Health and Social Care in ensuring all the demands of the Health & Social Care Partnership and Integration Joint Board are understood and all necessary deadlines are met.

The ability of the post holder to maintain key relationships and effective communication with a range of other individuals and parties will be crucial to the success of this role. The majority of day-to-day contact will be with the finance team across NHS Fife and Fife Council, which the CFO will lead through time, and clinical and other service colleagues within both health and social care. It is essential strong relationships are developed and maintained with wider finance colleagues in both NHS Fife and Fife Council.

Communication will need to be appropriate and flexible to meet the requirements of the recipient(s), including written reports, presentations, informal briefings, group discussions, and 1:1 meetings.

The information being communicated may often be highly complex, sensitive and contentious technical, financial or specialist analysis, to be conveyed in a clear and concise manner for non-finance colleagues.  It may be communicated to inform and influence key decisions.

Whole-time Service

This post is designated as politically restricted within the terms of Section 2 of the Local Government & Housing Act 1989.

The Local Government Officers’ (Political Restrictions) Regulations 1990 provide that your terms and conditions of employment be deemed to incorporate additional provisions set out in the Schedule to the Regulations. Copies are available from the Chief Legal Officer, Legal Services, Fife House, North Street, Glenrothes.

References to “the appointee” in the Schedule apply to you, and you are subject to the restrictions in parts I and II. Part III only applies to political assistants.

The principal effects of the restrictions are:

  1. If you wish to stand for election as an MP, European MP, MSP or Local Authority Councillor, you must resign from this post before your intention becomes public knowledge.
  2. You may not act as an election agent or sub-agent while holding the post.
  3. If you are a member of a political party, you must not hold any office or be a committee member if this would involve representing the party or local branch, or engaging in its general management.
  4. You may not canvass for any candidate or political party.
  5. You may not speak in public, give an interview or publish any written or artistic work which supports or opposes a particular political party or the point of view identifiable as the view of a particular political party (applies to all political parties within the European Community). However, this does not prevent you displaying an election poster or similar document, nor shall it prevent you carrying out the proper duties of your post.
