Commenting on an application

Fife Council welcomes the views of individuals and communities on any development application it receives. Before you submit your comments, we would advise that you view the full application. To ensure that your comments are considered as part of the decision-making process they must be relevant. i.e. a Material Consideration.

Please note that you do not need to receive a Neighbour Notification letter to comment on an application.

Any petitions received with multiple signatures will be classed as one comment. We do not require signed documents or paper copies of any representations - one digital copy will suffice.

Multiple applications for a site/property

When making a representation where there is more than one application for that property/site, you should consider whether you wish to make a representation to each application, as they are assessed and determined individually. An example of this is when a site/property has a Full Planning Permission (FULL) application as well as a Listed Building Consent (LBC) application.

Submitting comments on a planning application

The quickest and easiest way to comment on a planning application is using our online planning system.

You will need to register before submitting comments. Guidance on registering is available on our View, track and comment Online webpage.

Once registered, you can submit comments on planning applications, save searches and track applications of interest. By tracking an application, you will receive notifications when updates are made.

Drawings or other supporting files cannot be attached to comments submitted through the online planning system.

Submitting comments by post

If you are unable to use our online planning system, you can submit your comments in writing and send to:

Consultation period

Planning law requires that a period of 21 days, or 28 days for applications subject to an Environmental Impact Assessment (EIA), for comments to be submitted. To check the deadline for your comments to be received please use our online planning system. The Neighbour Consultation Expiry Date can be found on the Important Dates section of the Details tab within the online application file.

Publication of information

Comments submitted through the online planning system should be shown online within few days after the Neighbour Consultation Expiry Date. Written comments may take a few extra days to show up online as they need to be manually processed. For quicker processing, especially for applications with high public interest, we recommend using the online planning system.

We will remove any personal details such as telephone numbers, email addresses and signatures. Your name, address and comments will be made public.

Please note that the Council cannot be held responsible for any defamatory comments that appear on our website. However, we do reserve the right to remove any comments that we deem to be defamatory.

Once a decision has been made comments will no longer be available to read.

Application decision

Once an application has been decided we will inform you via email for online/email comment submission and by letter for written comments. This will detail if the application was approved or refused and detail where more information can be found. The Decision Notice can be viewed on the online Planning System within the documents tab of an application.
