A report to members of the Levenmouth Area Committee has shown that council tenants in Levenmouth have higher rates of satisfaction than elsewhere in Fife.

The Levenmouth Area Housing Plan 2025/26, approved by committee members, outlines key actions that support the council’s commitment to providing quality housing.

Levenmouth Area Convenor Alistair Suttie said: “We were pleased to approve this report. It was especially pleasing to see the higher rates of tenant satisfaction in the Levenmouth Area.

“We know that Levenmouth has some of the worst areas of social deprivation in Fife but it was gratifying to hear how staff continue to assist customers experiencing poverty, poor mental health and addiction related issues. Teams work across the council and with a range of voluntary and statutory agencies to address this.

“The support offered to tenants to help with the cost of living, particularly with utilities, means less families are left having to choose between heat or eat. The teams work closely with Greener Kirkcaldy, Cosy Kingdom, the Fuel bank and welfare team for these tenants who need more help.

“I’d like to thank them all for their hard work and dedication to helping our community.”

Councillors also heard how tower blocks at Swan Court and Memorial Court Methil have been undergoing £7m of major improvement works, including upgrading of external wall insulation along with additional internal fire stop improvement works being carried out. Internally each tenanted property has had the opportunity to have further upgrade works on kitchens, bathrooms and heating systems as required. Work at both tower blocks is expected to be complete soon.

Housing stock in the area remains generally in good condition and in high demand. New developments have allowed opportunities for Fife Housing Register applicants to move which helps meet the area housing need and demands cross the area.

There is still a lack of 1 bedroomed and 3+ bedroomed properties, which are in high demand across the area, however, over the last year several properties have been brought back into the HRA portfolio using our acquisitions policy and we continue to help any of our tenants looking to downsize from a large family home though our Transfer incentive scheme.

New build developments have also increased the Housing portfolio.

• School Road, in Kennoway - 42 properties

• Langside Crescent, in  Kennoway  -20 properties, due for hand over January 2026

• Park Drive Leven -29 properties, expected to begin late spring early summer 2026

Councillor Judy Hamilton, Fife Council’s Housing Spokesperson, added: "Every new council house built will deliver a warmer, healthier home that helps to improve the wellbeing of our tenants.
