Community-led area transport plans have now started to be developed in Fife on an area-by-area basis.
The Glenrothes Area Transport Plan 2024-2034 was a pilot project and the first local area to benefit from a community-led area transport plan. This was approved by the local area committee in October 2024.
The Cowdenbeath Area Transport Plan 2025-2035 was approved by local area committee in December 2025.
The Area Transport Plans contain the themes of Active Travel, Public Transport and Traffic and Parking. They support a place-based approach across council services, working with partners.
The plans set out a framework for communities to see where their transport priorities have been developed into actions, to support fair and sustainable access for all in the short, medium and long term.
The Glenrothes Area Transport Plan features active travel, public transport, traffic, and parking actions for the areas of:
- Coaltown of Balgonie
- Glenrothes West - including, Caskieberran, Finglassie, Macedonia, Newcastle, Rimbleton, South Parks, Tanshall
- Glenrothes North - including, Balgeddie, Balfarg, Collydean, Coul, Foresters Lodge, Formonthills, Pitcairn, Pitcoudie
- Glenrothes Central - including, Alburne Park, Auchmuty, Pitteuchar, Stenton, Town Centre, Warout, Woodside
- Kinglassie
- Leslie
- Markinch
- Milton of Balgonie
- Star
- Thornton
The Cowdenbeath Area Transport Plan features active travel, public transport, traffic, and parking actions for the communities of:
- Benarty (inc. Ballingry, Lochore, Crosshill)
- Cardenden (inc. Dundonald, Cardenden, Auchterderran, Bowhill, Woodend, Cluny)
- Cowdenbeath Town
- Crossgates and Mossgreen
- Hill of Beath
- Kelty
- Lochgelly
- Lumphinnans
