Early Learning and Childcare Consultation and Delivery Plan
Under the Children and Young People (Scotland) Act 2014, Education Authorities must consult with parents and carers of children under school age every two years to help shape how early learning and childcare (ELC) is delivered.
This consultation took place during the 2024/25 school year and was open to the public from Monday 21 April to Friday 6 June 2025.
The consultation was widely promoted through:
- ELC settings and schools (via newsletters, social media, and direct contact)
- partner organisations
- the council's own communication channels
This helped ensure families across Fife had the opportunity to share their views.
In addition to public feedback, professional input was gathered from senior leadership teams to understand local needs and priorities. This broad engagement helped build a clear picture of ELC provision, especially around flexibility and integration of services.
As required by the Act, we have considered all feedback and developed a Delivery Plan for August 2025 – August 2027 outlining how ELC will be made available across the region.
