Human Resources at Fife Council helps shape the future of our workforce and plays a key role in supporting the organisation through a wide range of strategic and people-focused HR functions.

HR Policy and Reward

• Develops and reviews employment policies, ensuring legal compliance and alignment with organisational goals
• Manages employee relations including Trade Union facility time agreements, disputes resolution and appeals
• Leads on pay, grading and benefits strategy including terms & conditions, job evaluation, pensions policy and employee benefits
• Responsible for workforce equalities including statutory reporting and managing equalities outcomes

HR People Solutions

• Leads and delivers strategic corporate change programmes aligned to Council priorities, ensuring a people-centred approach to organisational transformation, workforce transition, and stakeholder engagement.
• Provides expert Employee Relations leadership, supporting complex case management, high-risk workforce issues, disciplinary and grievance matters, organisational change processes, and Employment Tribunal cases.
• Partners with services to deliver workforce planning, recruitment, policy implementation, and legally compliant people management practices, enabling effective service delivery and organisational resilience.
• Drives improvements in attendance and wellbeing through proactive intervention, manager capability development, data-led insights, policy development, and a focus on early support.
• Champions digital transformation across HR services through innovative technology solutions, enhanced workforce reporting, streamlined processes, and improved employee engagement and experience.

Health & Safety and People Analytics

• Focuses on Prevention, by ensuring that workplaces and employees are safe, healthy and protected when carrying out their work.
• Ensures that operations and working practices are compliant with health and safety regulations.
• Manages HR workforce systems and data analytics to support data driven-based decision-making
• Ensuring employees are supported and trained in safe Moving & Handling and Manual Handling techniques through provision of training, assessments and audits.
• Leads on provision and access to Occupational Health, Physiotherapy and Employee Counselling services

Workforce Strategy, Organisational Development and Wellbeing

• Creates, sources and delivers a range of approaches to developing people and capabilities required for a Digital Council. As well as digital skills this includes mindsets and practices.
• Leads on recruitment, onboarding, workforce planning and compliance. This includes resourcing strategies to support our workforce needs and the Plan for Fife aspirations such as workforce youth investment and the Life Chances approach.
• Supports Social Work and Social Care staff through creating, sourcing and delivering a range of professional development opportunities. Specialist areas of support include Trauma Informed Practice and Whole Family Wellbeing.
• Supports the improvement of organisational performance through activities such as leadership development, employee engagement and culture and behaviours work.
• Supports the wellbeing of our workforce.
