Trade union access to the workplace

Qualifying independent trade unions can ask for physical or digital access to council workplaces and employees.

Access may be requested so a union can:

  • meet employees
  • provide support and representation
  • recruit and organise members
  • support collective bargaining

Existing arrangements with recognised trade unions

Our recognised trade unions already have arrangements for accessing council workplaces and employees. These arrangements are not changing.

The Right of Access process provides an additional formal route for trade unions to request access. Unions that do not already have access arrangements with the council can use this process. Recognised unions can also use it if they choose to.

How to request access

Complete the Trade Union Access Request Template (EE24) and email it to HRPolicy@fife.gov.uk.

The request should include:

  • why access is needed
  • which workers the request covers
  • the type of access required
  • the proposed location
  • how often access is required
  • how long access is required for
  • proposed notice arrangements
  • any help required from the council

For more information, read the Trade Union Right of Access Procedure (EE23).
