Most of the West Sands, including the Links, is managed by St Andrews Links Trust under the St Andrews Links Order Confirmation Act 1974.

Fife Council manages the following areas, unless the Links are closed for a golf competition.

1. Links Road, Bruce Embankment, and West Sands Road
2. Bruce Embankment Putting Green
3. Bruce Embankment Car Park
4. West Sands Car Park (excluding the New and Jubilee Golf Course car parks)
5. West Sands Refreshment Kiosks
6. Bruce Memorial Shelter and the shelter at the east end of Bruce Embankment
7. Public toilets at Bruce Embankment, the old Bathing Shelter, and West Sands Road (third roundel)
