Council departments

Fife Council is divided into 5 main directorates. Together with the Chief Executive, these departments manage and deliver all public services in Fife.

Chief Executive

The Chief Executive leads the overall management and strategic direction of the council.

Education

Fife’s Education Directorate is the second largest in Scotland.  We provide high-quality education services to children and young people.

Place

This department looks after the local environment, infrastructure, and council buildings. It includes:

  • Business & Employability Services:  Develops initiatives to promote economic growth, enhance employability and support local businesses.
  • Environment & Building Services: Waste collection, maintainance of parks, green spaces and council properties and assets.
  • Facilities Management Service: Support the day-to-day functioning of buildings.
  • Planning, Climate & Sustainability Service: Sustainable development, addressing climate emergency and assisting in growing Fife’s economy.
  • Property Services: Manages and maintains the council’s property portfolio ensuring buildings are safe, well-maintained and fit for purpose.
  • Protective Services: Environmental health, trading standards, and community safety.
  • Roads & Transportation Services: Maintaining roads, pavements, and public transport networks.

Finance and Corporate Services

This department manages the council's money, legal duties, technology, and staff. It includes:

  • Finance and Revenues: Managing council budgets, commercial services, and the Council Tax Assessor.
  • Legal and Democratic Services: Committee meetings, elections, and legal advice.
  • Human Resources (HR): Staffing and recruitment.
  • Business Technology Solutions: Council IT systems and digital infrastructure.

Communities

This department supports local residents, housing, and community well-being. It includes:

  • Housing Services: Council housing, tenancy support, and housing advice.
  • Children, Families and Justice: Social work for children, youth justice, and family support.
  • Customer and Online Services: The council website, phone lines, and walk-in customer service centers.
  • Communities and Neighbourhoods: Local community groups, parks, and neighborhood support.
  • Policy and Communications: Council news, public consultations, and strategy.
  • Cultural and Leisure Trusts: Managing local sports centers, golf courses, libraries, and museums.

Health and Social Care Partnership

This department delivers health and social care services alongside the NHS. It includes:

  • Adult Services: Support for adults with disabilities, mental health support, and rehabilitation.
  • Older People's Services: Care homes, home care, and support for older residents.
  • Social Work Resources: Administrative and financial support for social work teams.
