About the Role


You will provide visible, influential leadership across the Council, setting and delivering strategic objectives in line with the Plan for Fife. As the Council’s Section 95 Officer you will advise the Council on all financial matters.

Leading the Finance & Corporate Services Directorate you will oversee a diverse portfolio including Finance, HR, ICT, Legal & Democratic Services, Revenue & Commercial Services, and Assessor Services.

The role will require you to build strong relationships with elected members, senior leaders, trade unions, community partners, and external bodies such as COSLA and the Scottish Government.

The Assessor Service undertakes statutory valuations of domestic and non-domestic properties across Fife for local taxation purposes. Although reporting to the Executive Director Finance & Corporate Services, the Assessor carries out an independent, statutory function.

  • Valuation Roll – The assessor is responsible for compiling and maintaining the valuation roll for every non-domestic property within Fife.
  • Council Tax Valuation List – The Assessor is responsible for compiling and maintaining this list which includes and entry for every dwelling forming the basis calculations for council tax liability.

BTS ensure that we make the most of technology and digital opportunities. This means operating and delivering the Council’s ICT infrastructure and systems, ensuring security, compliance, availability and continuity. It also means designing, recommending and delivering new technology and digital solutions to meet the diverse needs of Council services and Fife citizens.

  • Technical & Hosting – Responsible for the Council’s digital infrastructure including area networks, the Council’s internet connection, the Council’s servers and devices.
  • Strategic Platforms & Delivery  - Provide case management, collaboration & productivity solutions, digital enablement team, enterprise & solutions architecture and resource management solutions.
  • Directorate Solutions Teams – support Directorates by developing, delivering, and supporting Directorate and service-specific ICT platforms and solutions.
  • Solutions & Service Solutions – assure the effective operation of BTS and make sure the service and the solutions are fit for purpose.

The Finance Service provides financial advice and information to Services and Committees of the Council.

  • Finance Operations – Provide a comprehensive financial management service within the Council, providing financial information and analysis to internal and external stakeholders. Also ensure processes and arrangements are in place to discharge our statutory finance functions.
  • Business Partnering – work in partnership with Directorates to articulate and develop options and are supported by a small team of accountants ensuring better business performance and raising standards in key business areas.
  • Audit & Risk Management Services – ensure effective control, governance and reporting arrangements for Fife Council, the Council’s Pension fund and the Health and Social Care Partnerships Integrated Joint Board.
  • Pensions – dealing with all aspects of pensions administration and governance for the Local Government Pension Scheme.

The Human Resources Service (HR) provides strategic workforce advice to the Administration, Committees and Services of the Council and enables managers to manage and support their staff.

  • HR People Solutions – Provides HR Business Partnering, case and project management and frontline HR advice.
  • HR Policy & Reward – Leads on corporate employee relations, pay and grading, policy development, diversity & inclusion, employee benefits and equal pay.
  • Workforce Strategy & Organisational Development – Leads on leadership management and development, talent management, corporate workforce planning, resourcing, workforce culture, employee development, employee engagement and digital skills & learning.
  • Health, Safety & Wellbeing- Responsible for Health & Safety strategy, HR systems and knowledge management, occupation health, fire safety specialist support and health and safety support.

Legal and Democratic Services provides a comprehensive in-house legal service and provides advice on standards and governance to support the Council’s decision making and scrutiny functions. In addition, the Service manages the Electoral Registration Service and all elections, and provides support and assistance to elected members.

  • Legal Services – Provide full legal advice, assistance and representation in respect of a comprehensive range of service areas.
  • Committee Services - Provide administrative support and advice for the Council’s committees, sub-committees and working groups as well as a number of partnership bodies.
  • Electoral Services - Co-ordinates the administration of all elections (Parliamentary, Scottish Parliamentary, European and Local Government Elections, as well as referenda and Community Council Elections) and manages the Electoral Registration Service.
  • Members & Civic Services - Provides a range of administrative support and assistance to the Council's Elected Members and Civic undertakings.

Revenue and Commercial Services (RCS)covers 4 main areas as part of overall central support

  • Procurement - Ensures that best value is achieved through maximising opportunities to save when purchasing works, goods and services whilst delivering on both national and local priorities such as Fair Work, Community Wealth Building and Sustainable Procurement.
  • Shared Service Centre - Provide Payroll, Accounts Payable, First line, HR and BTS Support, Recruitment and Revenues/Rent reconciliation tasks.
  • Business Support - Provides administrative and clerical support to the Organisation.
  • BMIU (Business Management Innovation Unit) - Lead on change initiatives for the Directorate that align with the Council's priorities by supporting Services to implement sustainable change and adopt improved ways of working.

Role Specific Job Purpose
  • Overall strategic leadership and management of the Finance and Corporate Services Directorate
  • Fulfil the statutory role of Section 95 Officer on behalf of the Council and act as lead professional adviser on all financial matters
  • Ensure that service delivery is   effectively aligned to support the delivery of corporate priorities and that   robust systems, creative thinking and digital innovation ensure high quality   and cost-effective working practices
Role Specific Key Responsibilities
As Chief Financial Officer:
  • Support   the Council Executive Team to develop and implement strategy and to resource   and deliver the Council’s strategic objectives sustainably and in the public   interest.
  • Be   actively involved and bring influence to bear on, all material business   decisions to ensure immediate and longer term implications, opportunities and   risks are fully considered, and alignment with the Council’s financial   strategy.
  • Lead   the promotion and delivery by the whole Council of good financial management   so that public money is safeguarded at all times and used appropriately,   economically, efficiently and effectively.
Executive lead for:
  • Financial strategy and risk management   for a Council Budget in excess of £1.1bn and a pension fund of £1.8bn.
  • Development, monitoring and reporting of   the Council’s revenue budget, capital programme and medium-term Financial   Strategy.
  • Ensure   effective control, governance and reporting arrangements for the Council,   Council’s Pension fund and the Health and Social Care Partnership through   audit and risk management.
  • ICT strategy and governance, delivering   the information and technology required to support the delivery of services   while ensuring ICT remains aligned, effective and secure.
  • Our People Matter, the Council’s   workforce strategy, ensuring and engaged and empowered workforce.
  • Health and safety of Council staff and   of the public.

Key Terms and Conditions

Salary:

CO54 - £152,296 p.a.

Pay Method and Frequency:

Payment is every 4 weeks by credit transfer to your nominated bank or building society account.

Pension Provision:

You will be automatically enrolled to the Local Government Pension Scheme (LGPS). You may opt out. Full details of the terms and conditions relating to pensions and the LGPS are available at www.fifepensionfund.org

Sick Pay:

If you are unable to work due to illness or injury, you may be eligible to receive sickness allowance, as below:

  • Less than 26 weeks continuous service  - SSP
  • 26 weeks or more but less than 1 year  - Full allowance for 5 weeks; half allowance for 5 weeks
  • 1 year, but less than 2 years  - Full allowance for 9 weeks; half allowance for 9 weeks
  • 2 years, but less than 3 years  - Full allowance for 18 weeks; half allowance for 18 weeks

Hours of Work:

Your contracted hours of work are 36 hours per week. The nature of your position requires flexibility to meet demands and, subject to the provisions of the Working Time Regulations, you are required to arrange your hours of work to meet organisational needs. This may require working outwith standard hours of work and working more than 36 hours in a week, for which no additional remuneration will be received.

Annual Leave:

The leave year runs from 1 January to 31 December. Annual leave entitlement for full-time is:

  • 24 days for up to 5 years continuous service at the commencement of the leave year
  • 29 days after completion of 5 years continuous service at the commencement of the leave year
Public Holidays:

There are 8 fixed public holidays, as follows:

  • 6 days over the festive and new year period
  • 1 day in May
  • 1 day in July
Other Paid Leave:

The Council provides a range of statutory and other leave, such as family-friendly leave.

Notice Requirement:

The period of notice to be given by either party to terminate employment will be 12 weeks.

Place of Work:

Your place of work will be Fife House, North Street, Glenrothes. A blended workstyle arrangement applies, allowing flexibility in working from home and working from base to meet the demands of the role.


Whole-time Service:

Chief Officers will be expected to devote their whole time service to the work of the Council and shall not engage in any other business or take up any other appointment without the express consent of the Council.

Canvassing:

Canvassing of members or officials, directly or indirectly, will be a disqualification for consideration for appointment.

Restrictions on Political Activity:

This post is designated as politically restricted within the terms of Section 2 of the Local Government & Housing Act 1989.
