UPDATE - On 29th June 2010 Fife Council's Planning Committee approved Fife Council's response to representations made to the Mid Fife Local Plan Pre-Examination Modifications and to request the Scottish Government to examine the Local Plan. The next step is to formally request an examination.

 

On 1st October 2009 Fife Council's Planning Committee changed the name of the Kirkcaldy and Mid Fife Local Plan to the Mid Fife Local Plan.  The documents associated with the Pre-Examination Modifications have started to introduce this change.  The name change will be introduced in new documents as the Local Plan progresses.

 

The Mid Fife Local Plan sets out detailed policies and proposals which will guide development in the area over the period to 2021 so you can find out what is proposed for your community.  It also indicates, in broad terms, development over the longer term in order to give certainty to communities, landowners, and investors.

 

The Mid Fife Local Plan Pre-Examination Modifications was the third stage in preparing and consulting on the Mid Fife Local Plan and were published for consultation on the 26th October until the 4th December 2009.

It has been prepared following public consultation on the Draft Kirkcaldy & Mid Fife Local Plan carried out over 8 weeks in autumn/Winter 2008.  The summary of comments received to the Draft Kirkcaldy & Mid Fife Local Plan can be viewed in the supporting documents section. When adopted, it will wholly replace the Glenrothes Area, Kirkcaldy Area and Levenmouth Area Local Plans. It will also replace the majority of the Cowdenbeath Area Local Plan and small parts of the Cupar and Howe of Fife, Largo and East Neuk and Dunfermline and the Coast Local Plans.

The Draft Kirkcaldy & Mid Fife Local Plan was published for consultation on the 27th October and the consultation ended on the 19th December 2008. The online version of the Local Plan, supporting documents and all objections made to the Draft Local Plan can be viewed by clicking here. The Draft Local Plan Strategy:

The strategy is guided, to a large extent, by the emerging Fife Structure Plan 2006–26, which is currently with Scottish Ministers for their approval. The Draft Local Plan is concerned with matters such as;

  • promoting the redevelopment and re-use of sites that are vacant and/or derelict and these will generally be given precedence over land previously undeveloped;
  • continuing to place regeneration as a priority and development proposals will be assessed to identify how they help regeneration in the priority areas in Mid Fife;
  • identifying Strategic Land Allocations  to assist regeneration in Kirkcaldy(east and south-west), Glenrothes East/Markinch, Levenmouth, Lochgelly, Burntisland and the Kelty/Ballingry/Lochore area over the next 20 years;
  • promoting the re-vitalisation of employment land to meet the needs of growth sectors such as the Energy Park at Methil, and through site specific proposals to modernise industrial sites in Glenrothes and Cowdenbeath to meet the needs of modern employers;
  • supporting proposals that provide key public transport infrastructure and promotes improved transport links to and within the Local Plan area including improvements to the Redhouse roundabout, the reopening of the Levenmouth Rail Link and implementation of the Standing Stane link Road, Leven Link Road project and the Halbeath Park and Choose;
  • encouraging high standards of urban design in development proposals;
  • promoting the restoration of Westfield and its development as a green energy park; and
  • supporting further development of the leisure, recreational, and tourism potential of Blairadam Forest, Lochore Meadows, St Ninians former opencast site and the M90, Junction 4.

 

Strategic Environmental Assessment of the Local Plan

A strategic environmental assessment (SEA) is carried out on all new Local Plans. The Draft Environmental Report Version 1, which assessed the likely significant environmental impact of the strategy and proposals outlined in the Kirkcaldy & Mid Fife Local Plan Issues and Options paper, and outlined reasonable alternatives, was published for consultation in March 2008. Version 2 of the Environmental Report assessed the environmental impact of the Draft Local Plan as approved for public consultation.  The SEA Environmental Report Version 2, Non-technical summary and Appropriate Assessment, were out for consultation and ran in parallel to the draft Local Plan consultation. ·                  Kirkcaldy Area Local Plan, Adopted March 2003;

·                  Cowdenbeath Area Local Plan, Finalised Plan September 2003;

·                  Cupar and Howe of Fife Local Plan, Adopted March 2003;

·                  Largo and East Neuk Local Plan, Adopted June 1995;

·                  Dunfermline and the Coast Local Plan, Adopted April 2002; and

·                  Fife Minerals Subject Local Plan, Adopted February 2004
